Introduction
Samagra Shiksha is centrally sponsored scheme initiated by Government of India in 2018. In this scheme Center and State sharing pattern is in the ratio of 90:10 for hilly States including Uttarakhand. Prior to Samagra Shiksha, Sarva Shiksha Abhiyan (for elementary level) Rashtriya Madhymik Shiksha Abhiyan (for secondary education) and Teacher Education was separate component. To ensure optimum utilization of resources and ensure inclusive and equitable quality education from pre-primary to senior secondary level, all above stand alone programmes were merged and Samagra Shiksha scheme initiated.
Integrated scheme Samagra Shiksha is being implemented in Uttarakhand from the financial year 2018-19 as per Government of India norms and it is being implemented through ‘Uttarakhand Sabhi Ke Liye Shiksha Parishad‘ society. State Government has released necessary notifications regarding adoption and implementation of Samagra Shiksha and accordingly post has been created for the new scheme vide Government order dated 28 October 2020.
Integrated scheme Samagra Shiksha initiated by Government of India in 2018-19 to integrate school education i.e. from pre-primary to Class XII. It is initiated after the merger of SSA, RMSA and Teacher Education aiming –
- Access of school education to all.
- All children of 6-18 age group must be in schools.
- To ensure access to quality education to all students.
- To bridge social and gender gaps.
- To ensure equity.
- To ensure inclusion in school education.
- Continuous professional development of teachers.
- To ensure basic facilities in school education viz. building, toilets, laboratories, libraries, computer labs, drinking waters, electricity, ramp railing etc.
- To provide digital learning facility in schools under ICT programme.
- To promote vocational education.
- To help State to implement RTE.
- To strengthening SCERT, DIET.
